How else would I interpret "In order to be well-formed, all XML parsed
entities (including document entities ) must be fully normalized as
per the definition of [Charmod] supplemented...", and "It is a fatal
error for a parsed entity not to be in fully normalized form."?
I assume "fatal error" continues to be defined as
"An error which a conforming XML processor must detect and report to
the application... Once a fatal error is detected, however, the
processor must not continue normal processing. "
