It's certainly a bug that you cannot use arbitrary encodings in the
presence of "unsupported" characters in PCDATA, and there is also the
plan to fix all bugs.

However, contributions are welcome. Contributors should consider that
minidom needs to work back to Python 2.0. It might be acceptable if
versions before 2.2 would raise an exception.
