[XML-SIG] need help: Sax can't read w3 dtds?

Sorry, I am used to correcting people on that one.
I thought the issue was the leading "&#38;".
You're right, though; I overlooked the extra "&".
I apologize for firing off that terse email 5 minutes before going to bed :)
