[XML-SIG] xmlapi 0.2.1

Hi,  I have started using this and others may find it useful for making specialized DOMs.  I'm
interested to hear peoples reactions to it, and if there are parts of the api they would want
changed.

Xmlapi is even smaller XML DOM implementation than Python's standard xml.dom.minidom. This version
should be: faster, and easy to use. Includes some extra features that make it easier for building
DOM-like APIs ontop of it.
