[XML-SIG] Installing PyXML 0.8.4 on Mac OS X 10.4 "Tiger"

You need to set the MACOSX_DEPLOYMENT_TARGET environment variable to  
10.4 instead of 10.1. dyld didn't support runtime lookup until 10.3.
