[XML-SIG] Include tarballs in pypi

I guess this means that there are changes to the code base that haven't
been released yet.
Is there anything I can do to help? (I probably can't commit to this
long term, but I'll be able to help out on a short term basis to get a
release done and upload some binaries.)
