Very plausible, but I suspect there are good reasons not to allow it in the RFC 822/1036 messaging series. In any case, no, it's not possible.
There is a way to do it in other namespaces though, eg, in MIME media types you have the vnd.* space.
I agree. The best you could do is just claim the "Mailman-*" space de facto by starting to use it, and then start registering the ones that appear to be useful and popular.
