Dear David,
The site admin can always change the passwords for any given list using the site admin password. If you don't know what this is, read the documentation, or just run the 'bin/mmsitepass' script in the mailman directory. This password allows you to access any of the lists on the site, and thus you can reset any given password. If you forget the site admin password, you can always just re-run mmsitepass.
As for your comments about moderators, that functionality is on its way. It is already available in Mailman 2.1, but that version is still in beta and not recommended for production environments.
