I've located the culprit. Once I revert numpy/core/__init__.py to 2164, tests pass. The change appears to postpone the import of NumpyTest:

Could you try svn update and reinstall of numpy now? This error could be due to the fact that numpy.distutils.__init__ imported numpy.testing while importing numpy.__init__ was not finished yet. Pearu
