The scikits.image cython code fails to build with the latest Cython version because it uses several deprecated modules, e.g.:
from python cimport * from stdlib cimport *
I think these things moved to cpython and libc.
I thought I changed most of these; where did you find those?
Another issue on Windows is that the name of the freeimage library is FreeImage.dll, not libfreeimage.dll.
