[AstroPy] Ubuntu packages and state of AstroLib

Actually, I think that the documentation server is working, but other  
events have kept us from doing much in this area lately.

As far as defining releases, I'll need to talk to Mark Sienkiewicz  
about what that would entail. I'll try to post on that in a day or two.
