[DB-SIG] New home needed for oracledb

CNRI could take it over and make it available from its website, but
we'd be entirely dependent on others for its upkeep -- we don't know
zit about Oracle, we don't have Oracle, so we wouldn't be able to do
any testing or maintenance.  Thus, we would be entirely dependent on
others to supply us with patches.

If someone else is at all interested, that would probably be a much
better solution.  (How about PPSI?)
