[Distutils] Backwards compatability: opinions?

  I think the approaches we've discussed allow supporting versions
quite a ways back, as long as the bugs we need to work around are in
Python modules, and not in C modules.
  The biggest issues for older versions will probably show up in
testing -- this becomes even more important.
