[Distutils] Plugins for the MANIFEST file

Hello,

I'd like to refactor the current Distutils code that builds the
MANIFEST file so it's pluggable,
like what setuptools introduced.

Distutils would provide some default plugins, and a new global display
option --manifest

I have started a new task in the wiki for that here :
