[Distutils] Proposal of a new PyPI mirror

Hello,

I'm from University of Science and Technology of China and have set up
a PyPI mirror at http://pypi.mirrors.ustc.edu.cn/

This mirror is synced using bandersnatch every 5 minutes, which is
compliant with PEP-381. Can we become an official PyPI mirror?
