How many *other* people have they helped have contributions accepted?

That's one of the most important responsibilities of a core reviewer,
rather than writing new code themselves.

I also can't recall seeing any feedback from them on this list regarding
the metadata 2.0 design PEPs or the TUF metadata PEPs, which suggests there
may be a risk that they're currently focused primarily on attending to
their own needs, rather than wanting to help guide the evolution of the
overall Python packaging ecosystem.

While that's not an issue for *submitting* change requests to pip, it's a
potential problem for *accepting* them, as managing that evolution has
essentially been the responsibility of the pip development team (and PyPA
in general) since PEP 453 made the decision to bundle pip with the
reference interpreter by default.
