[Distutils] Granting permissions to Xavier Fernandez and Marc Abramowitz?

Ah, in that case, such of level of permissions is unfortunately currently
missing in the GitHub UX.

I don't know if the core pip team would be OK with using a "don't merge
anything" approach as an interim solution in the absence of GitHub adding
that feature. My recollection is that there are various aspects of the
GitHub UX when you have commit privileges that would make that approach
quite annoying from the point of view of a contributor in that situation.
