[Distutils] setuptools

Halloooo distutils!

When I clicked on the link and download the setuptools .gz file, the name of the file had a "dist/“ prepended to it.
The backslash in the name causes all sorts of problems and I had to rename the file before expanding, then again after expanding because the backslash came back. 
 
What I want to know is, Is this a bug or a feature? And if it is a feature, please explain what you are trying to do?
