[EuroPython] Invitation Letters?

I work at Exoweb and am having a problem:

One of our developers who would like to attend is a Chinese national.

The Lithuanian embassy tells us he needs an official invitation  
letter that has been approved by the Lithuanian Migration Service for  
his application.

Any idea how to go about getting this? Who to call/contact?

Any help would be much appreciated!
