[EuroPython] "Themes" instead of tracks - please feedback?

I like the themes idea.

what in my eyes needs to be added is the "initialising the stampede"
function of the track chair. From my duties as track chair I know that
it takes some pushing to get the submissions running ... mails to
single persons, specialized mailinglistmails, some phone calls.

So I expect that also the "themes" need that pushing. In the proposal
I could see a "programm committee", which is fine to select the talks;
but committees are not initialisers.

Ways to integrate the firestarters?
