[GSoC-general] Pull Request

Hi,
I am interested in submitting a proposal for the sub-org PySal, I want to
ask, is there necessary to submit a pull request or complete a selection
test?
and one more thing I want to ask if anyone fails to complete the selection
test, Is he or she be able to submit a final proposal?
