Considering 95% of the people are probably not concerned about other 
codesets than their own, locale's codeset, how does the following 
sound:

File->New Window would create automatically the first line with the 
locale's encoding.   Further extension would be to have the default 
codeset selectionable, or disabled, from the Options menu.
