[Inpycon] Detailed Proposal for PyCon India 2021

Hi everyone,
Hope everyone is doing safe and well.
I am Chandan Kumar, from the Python India community.
With the world affected by COVID-19 pandemic in 2020, we held PyCon
India 2020 virtually with the support of the entire community with us.
Following the footsteps, we are now planning to host PyCon India 2021
virtually as well.
Below you can find the detailed proposal for PyCon India 2021.
Dates for the event: 16th to 19th September, 2021
## Event Size and Format
* We will have a 4-day event on Hopin platform.
* Day 1 & Day 2: Conference days with 4 general tracks, sessions, BOFs
and community booths in the Expo area with a capacity of 1000 people
(can be scaled to 1500)
* Day 3 & Day 4: Workshop & Dev Sprints**
## Team
We've been able to reach out to different local Python meetup user
groups to make them a part of the team, and make it successful.

The names mentioned above is not an exhaustive list, as it contains
people from the PyCon India 2020 team, volunteers & supporters.
We welcome anyone and everyone to join us, especially our previous
year's organizers, in helping us organize a great conference yet
again.
We are in talks with AFROST for handling the event's finance and
WebChirpy for the event's Website.
## Planning & Communication
The team recently met virtually and drafted the plan [1]. In order to drive
all the aspects of planning and execution of PyCon India 2021, we will
be rolling
the Working Group (WG) model this year as well.
The central communication platform for PyCon India 2021 would be Zulip
and IRC. We're using the same Zulip[2] instance used last year. After
logging in to Zulip, connect to the 2021 discussion stream [3]. The IRC
channel is #pyconindia. The IRC channel is also bridged to the Zulip
instance. We would follow up on this email with more updates as they come
along.
Before proceeding further, We need an ACK from the community.
If any other group is also interested or planning to host PyCon India
2021. We are happy to collaborate with them.

** Dev Sprints is not decided yet. Keeping the online format in might
and learnings from last year,
we might replace it with another more community engaging event.
