Summary: Option to discard non-member postings

Initial Comment:
Spam has become such an epidemic that any even
semi-public list must restrict postings to members
only, but then it's up to the administrator to go in
and manually delete it all, which is a real pain
through the web interface in mailman.  This patch adds
an option to just throw all non-member postings away.
