Now I have a suggestion:
supported languages are steadily growing and keeping both .po and 
.mo in CVS means roughly doubling the "cvs update" time.  
after some quick statistics, 2.1 already scores:

mailman/                              20M
mailman/templates/                     3M
mailman/messages/                     11M
mailman/messages/*/LC_MESSAGES/*.mo:   5M 

On a slow connection this can by very annoying.
We could remove .mo files from CVS, cause they could be rebuilt
automatically by make (ok, the user would be forced to have msgfmt
installed on his system).  

I think this could be done at least on -HEAD.
