Nope, you're talking of two separate limits.

J C Lawrence is talking of a MTA-enforced limit on the number of RCPT
TO: SMTP commands for a single message, while Christopher Lindsey is
talking of a Mailman-enforced limit on the number of recipient
addresses given in a message's headers (which is totally unrelated to
the envelope recipients of the message).
