Obviously.  And it's more help to you, too.  See that line that says
directory is writable by others: (/home/httpd/vhtdocs/mailer/mailman/cgi-bin)?

That's surely the problem.  Your webserver won't do that.  Make the
directory not have the '002' bit set.
