Looks ok to me... Have you restarted the webserver? (kill -HUP on 
the parent pid?).

Also, try removing the "" from around the "real" dir in the alias:
OLD:
Alias /pipermail/ "/home/mailman/archives/public/"

NEW:
Alias /pipermail/ /home/mailman/archives/public/
