When you log into the admin interface Mailman creates a
lockfile in the directory $prefix/locks (maybe
/home/mailman/locks).  That way two people can't do
conflicting things in the interface.  This lockfile is
removed when you logout, (or after a certain amount of time.
Is this right?)  You need to check this directory and remove
the lockfile.  Then your admin interface should function
properly.
