[Mailman-Users] create, delete a list

Is there a way to create /delete a list through a web-interface or
e-mail ?
http://www.acme.com/mailman/create doesn't work. I cannot find find a
script for it.
I'm running mailman 2.0.9 on Redhat 7.0.
