If you're referring to the Mailman software, the answer is yes.  The subscribing
and unsubscribing via a web page is basically the default and preferred method
of Mailman.  However, you can do the same via e-mail.  Here's a cut 'n paste
from the auto-reply of this list as an example...

If you ever want to unsubscribe or change your options (eg, switch to
or from digest mode, change your password, etc.), visit your
subscription page at:

  http://mail.python.org/mailman/options/mailman-users/matt%40remedyx.com


You can also make such adjustments via email by sending a message to:

  Mailman-Users-request at python.org

with the word `help' in the subject or body (don't include the
quotes), and you will get back a message with instructions.
