[Mailman-Users] Mailman on a virtual site

Greetings all!
Small (but vital) question:

Can mailman be installed on a virtual site (tenant on a server) by the
**site** admin?
Further info:

Cobalt RAQ<x> with [up to] 250 sites on the machine, my customer has one
of these sites and naturally doesn't have root on the box, just
/home/sites/site<whatever> admin privileges.

Customer's needs are relatively trivial: less than 100 users,
anticipated traffic about 300 emails in total (posts/responses) per day.
No predicted memory/CPU issues.

This question relates only to privileges, install issues, et al and/or
whether the customer must contact the machine owner to get Mailman
installed as root (which is definitely NOT an option)
