Using the web interface, the users would simply get the default
settings. If you use the web interface, you should add the non-standard
users first, so that you can simply down the list and make changes to
each row - then save them. Afterwords add the users who use the default
settings.
If you don't use the web-interface then you can use the command line to
add users and set them up as either normal users or digest users.
The web interface allows for a site-wide password or the individual
lists admin password for access. Individual users also have a password
that is mailed to them and allows that individual to modify their own
settings.
