You're right that personalization (+ verp) requires more bandwidth and
system resources, which is why the site administrator must enable it
before any of your list admins can turn it on.

Just to be clear, personalization and verp options are not
site-enabled by default.  Once your site admin enables them, they
still aren't enabled by default for each list.
