[Mailman-Users] Apache config question.

I'm a brand new user of mailman, setting it up for the first time. RH9, 
Mailman 2.1.2 compiled from source.

I'm getting the 404 error when I try to use the web interface to create 
a new list.

I've done this to /etc/httpd/conf/httpd.conf:

ScriptAlias /mailman/ "/usr/local/mailman/cgi-bin/"

<Directory "/usr/local/mailman/cgi-bin/">
	Options ExecCGI
	AllowOverride None
	Allow from from all
	Order allow,deny
</Directory>

Mailman and Apache have both been restarted several times.

What have I missed?
