[Mailman-Users] Adding Html Footer

I am having trouble with the footer being added to html email.
When I send a message to my test list in text format the footer is added
correctly
When I send an html email the footer is added as an attachment. Is there
something in the
mm_cfg that needs to be added or should the footer be formated as html?
