Has mailmanctl been started? You can use ps to see if it's running:
# ps U mailman
PID TTY STAT TIME COMMAND
1882 ? S 0:00 /usr/bin/python2 /var/mailman/bin/mailmanctl -s -q start
1883 ? S 0:53 qrunner /var/mailman/bin/qrunner --runner=ArchRunner:0:1 -s
1884 ? S 0:00 qrunner /var/mailman/bin/qrunner --runner=BounceRunner:0:1 -s
1885 ? S 0:49 qrunner /var/mailman/bin/qrunner --runner=CommandRunner:0:1 -s
1887 ? S 0:52 qrunner /var/mailman/bin/qrunner --runner=IncomingRunner:0:1 -s
1888 ? S 0:52 qrunner /var/mailman/bin/qrunner --runner=NewsRunner:0:1 -s
