Well, it is in some strange, hard to decipher language :-), but I think
it's saying that you need to re-run the configure script with the
option `--with-cgi-gid=apache' set.

If you're upgrading from RPMS then bitch to your vendor or the RPM
packager.

If you are building from source yourself, re-read the INSTALL file
carefully and note the big bold warning about properly setting the
with-cgi-gid and with-mail-gid options.  This is also answered in FAQ
file that ships with mailman.
