[Mailman-Users] Correct List?

If anyone can answer my questions I would greatly appreciate it, or at least tell me if I am posting to the wrong list.

I have mailman installed on my CPanel software with my hosting company. So I don't have access to the programming features. Only the interface. But I am having problems configuring it the way I want it.

Here are my issues.

1. Is there a way to set everyones mod bit permanatly. I don't want anyone but me to ever post to the list. Its strictly a one way list. 

2. Is there a way to remove the "to post to this list" from the welcome email.
