      Easy to do from the web interface.  Go to: 
http://yoursite.tdl/mailman/admin/listname/privacy/sender .  You have two 
options.  To open only to certain users, add their e-mail addresses to the 
"List of non-member addresses whose postings should be automatically 
accepted" text area (you can also use a regular expression to allow anyone 
from one or more domains).  To open the list to anyone go to the bottom of 
the page and select "Accept" for
"Action to take for postings from non-members for which no explicit action 
is defined."
