[Mailman-Users] Error: Unknown virtual host on create list

When I try to create a new list through the web interface, I get the
error:

Error: Unknown virtual host: [domain name]

This same problem has appeared twice on this list recently with no
responses:

Any ideas how to solve this problem?  It is apparently widespread enough
that three of us have encountered it independently.
