[Mailman-Users] inserting comments into list of banned members

I want to create lists of accepted non-
members, rejected nonmembers, etc.  Can 
comments be inserted be or below the list?

Something like: 
 
ceo at spamstersinternational.com
### ceo is spam - 2004.

Show us what that might look like?
