[Mailman-Users] Role of mailman list

The list that is called "mailman" that the installation instructions say
you should set-up. Do we really need it? It seems to just be a spam trap
and every once in a message destined for the another list ends up in the
moderation requests page somehow, waiting for approval.
For instance I got this message:
As list administrator, your authorization is requested for the
following mailing list posting:
List: Mailman at lists.antique-tractor.com
From: jlrhod@<deleted.for.privacy>
Subject: Re: [AT] Simplicity lawn tractor
Reason: Post by non-member to a members-only list
..snip...
But plain as the nose on my face the "To:" header in the message, as
reported by the message details page, had the proper address of one of my
mailing lists in it and that user was indeed subscribed to this list. Even
if he wasn' subscribed it should have shown up on THAT lists's admindb
page.
I am not sure what role this mailman list even plays, except password
reminders look like the come from it.
