It has to do with following the posted recipe which is in a HowTo on the
Exim site (and is also called out separately in the top Documenation page):

to save a little cross ocean traffic (the main site is in England).

In essence, Exim is told about the listname-xxx address suffixes and told
where the lists are (~mailman/lists), and a few other details, and works
everything out for itself based one whether a list exists.

The link I gave is for recent Exim and recent Mailman...there's an old one
nearby on the Documentation page for legacy Exim (eg, as shipped by
Debian...sigh) and older Mailman.
