This is trying to invoke the (2.1.x) program called mailman.

This list of smrsh approved programs includes the old 'wrapper'
program, but doesn't appear to mention the 'mailman' program.
It looks like you are missing a symbolic link from
/usr/lib/mailman/mail/mailman to /etc/smrsh/mailman
