It doesn't have an invite option.

It looks like it would be fairly easy to do. Look at the code that's
conditional on subscribe_or_invite in the try: around line 1328 in
Mailman/Cgi/admin.py and compare it to the code in the try: around
line 134 in bin/add_members.
