Various things do use the VIRTUAL_HOSTS dictionary, but fix_url only
uses it if you specify the --urlhost= option. If you don't specify a
url host to fix_url it uses the DEFAULT_URL_HOST and
DEFAULT_EMAIL_HOST values.
