[Mailman-Users] autoresponse to non members

The problem is that list moderator gets a message from mailman to
approve or reject the posting, but non-members get no rejection
notice.

I have entered text in "Text to include in any rejection notice to be
sent to moderated members who post to this list", and I also have
"Action to take when a moderated member posts to the list." set to
"Hold". "Action to take for postings from non-members for which no
explicit action is defined." is set to "Hold" Am I missing something?
