You could customize the default message in Mailman/Handlers/Hold.py  
(and, if you want it to remain translatable, any of the language .po  
files you need) (for Mailman 2.1.5 or 2.1.6).

A Javascript bookmarklet used on the web moderation page might be  
another possibility.
