[Mailman-Users] Restrict Posting to individual users

I have several lists available on a Mac OS X Server (Mailman 2.1.4) I can¹t
figure out how to set the software (using the GUI) to ensure that only a
single user is permitted to post a message for delivery. There are several
hundred members on the list, but I want every message to be held for
approval. I think I¹ve set it as such, but messages from members still get
delivered. Thanks.
